Have you ran the mod as administrator? Also, what version of GTA do you have (Socialclub or Steam)?

are you using a custom resource or one of the default resources?
Have you tried reinstalling it and updating all your graphic drivers and gta:n requirements.
Have you updated to the latest version, can you also screenshot your GTA:N folder please and PM me it.

Also, make sure you Visual C++ 2017 Redistributable x86 and x64...
Uninstall GTA:Network and then install with (with admin rights) in the default location.
Is your GTA Cracked or did you buy it from steam/socialclub?
can you screenshot me your GTANetwork folder and gta v folder please.
Make sure all your ports are forwarded and allowed through the firewall.
